Heat oil in a pan and deep fry idlis until light golden brown.
Heat 1tsp oil in a non-stick pan (medium flame) add garlic and sauté for 30 seconds or until garlic gets light brown. Add onion, cabbage, capsicum and sauté for 1-2 minutes.
Switch off the flame and add soya sauce, chilli sauce, tomato ketchup, garlic mayonnaise, water and salt. Bring it back to flame stir and cook until sauce thickens.
Add fried idlis and half of the spring onion to above sauce, stir and cook until idlis is well coated.
Garnish idli Manchurian with spring onion and serve.
